El Paso County 3-Share Plan

The mission of the El Paso County 3-Share Plan is to facilitate access to healthcare coverage to small businesses in the Greater El Paso Areas. A needs assessment and feasibility study are underway, financed by planning grants from the Texas Health and Human Services Commission and the Texas Department of Insurance (TDI). El Paso County Hospital District is the designated lead agency for the administration of the TDI Grant. TexHealth El Paso County is organized under the Hospital District and is managed by an ad hoc committee of the District Board of Managers.

During the planning phase, TexHealth El Paso will develop an operating structure to support the assessment of need, viability and benefit of a 3-share plan to local small businesses. This process will include commissioning an Economic Impact Study and Focus Group Surveys. It will also include planning for the funding and operation of a 3-share health plan for the region. The projected launch for the El Paso County Plan is late 2009.
